Columbia, SC (11/25/08) – Students of all ages benefit from lottery proceeds. Most South Carolinians know someone who has received a lottery-funded scholarship, but college-aged students are not the only group impacted. Educational programs for kindergarten through 8th-grade students also receive lottery-funded support. More than $317 million in lottery-funded appropriations are assisting students in reading, math, science, and social studies classrooms.
Lottery proceeds enable school districts to support strategies aimed at increasing the academic performance of students, including programs that incorporate instructional technology. Educational strategies may include academic coaches, programs for serving students with limited English proficiency, and academic mentoring programs.
“Lottery funding has worked hand-in-hand with the Education Accountability Act to help provide school districts throughout South Carolina with resources to raise the standards here,” said Brock Heron, Chief Financial Services Officer of School District Five of Lexington and Richland Counties. “It has especially helped younger students acquire basic skills in core subjects such as English, math, science, and social studies. Lottery funding has also provided for after-school programs that give students additional opportunities to master these subjects.” Heron is also the President of the South Carolina Association of School Business Officials.
From FY 2003 – FY 2007, an additional $103 million was appropriated to fund programs that supported the Education Accountability Act (EAA). The EAA programs were designed to raise the standards in all classrooms by establishing an accountability system for public education that was used to provide specific resources to improve student performance and teacher and staff development and assistance.
Over 400 school buses were purchased with lottery proceeds appropriated in FY 2003 – FY 2006. School districts across the Palmetto State received more than $61 million to help purchase these school buses as well as provide maintenance services and fuel.
“The lottery funds received were instrumental in our efforts to replace 20-year-old school buses and keep the system operational,” commented Donald Tudor, Director of the S.C. Department of Education’s Office of Transportation. “The buses purchased with lottery proceeds enabled us to provide safer and more reliable transportation for the state’s younger students.”
Proceeds from SCEL are enhancing the educational opportunities for K-12 students in the Palmetto State. Each year, the General Assembly appropriates funds deposited by SCEL into the Education Lottery Account (ELA) to support educational initiatives. More than $2 billion has been appropriated to support education from 2002 through 2009. In the year that ended June 30, 2008, more than 97 cents of every dollar spent by players on the South Carolina Education Lottery is returned to the state in the form of contributions to education, prizes, retailer commissions, and payment to contractors for goods and services.
